Preheat oven to 350 degrees.
Line a 13x9 baking dish with parchment paper.
In a medium bowl, whisk together the dry ingredients.
In a large bowl, beat the butter and brown sugar on medium speed.
Add in each egg one at a time until well combined.
Mix in the vanilla extract and orange zest.
Add the dry ingredients to the wet, stirring until just combined. Leave some streaks of flour.
Mix in the cranberries and white chocolate chips.
Pour the batter into the parchment lined baking dish, pushing down into one even layer.
Bake for 15-20 minutes until a toothpick comes out clean.
Allow the bars to cool completely on a wire rack while you make the frosting.
Beat together the cream cheese and butter until light and creamy.
Add in the powdered sugar little by little until combined.
Add in the heavy cream and vanilla extract.
Spread this frosting evenly over your cooled bars.
Sprinkle on the orange zest and dried cranberries.
Melt the while chocolate in a microwave safe bowl for 30 second increments, stirring each 30 seconds.
Drizzle the white chocolate over the bars (I like to use a ziplock baggie for this and cut the corner)
Cut the bars into rectangles, and then diagonal to achieve that classic Starbucks cranberry bliss bar shape.
